GENERAL DESCRIPTION:
The Community Engagement Senior Supervisor provides leadership, coordination, and oversight of child
care consumer education, engagement, and outreach deliverables for the CCR&R program in partnership with the Senior Statewide Program Director and Assistant Program Director. This role is primarily responsible for supervising multiple Community Engagement Specialists (CES), implementing the Statewide Consumer Education and Outreach Plan, data collection and reporting, marketing and social media, and ensuring services are delivered in alignment with Arizona Department of Economic Security (ADES) requirements. The CES Senior Supervisor advances the goals and purpose of the CCR&R program by strengthening partnerships across the Early Care and Education (ECE) system, engaging diverse communities, and ensuring community engagement efforts meet program measurables and performance. This position plays a critical role in ensuring CES are connecting with and promoting CCR&R services to families (Consumers), child care providers, and community stakeholders to resources, supports, and services across all Service Delivery Areas (SDAs). Work hours are primarily 9:00am to 6:00pm, Monday- Friday, with some evenings, weekends and travel as required.

SUMMARY OF ESSENTIAL JOB FUNCTIONS: 
  •  Leadership and Supervision Supervise, coach, and support Community Engagement Specialists across multiple Service Delivery Areas (SDAs). Provide training, feedback, and performance management to ensure effective outreach and engagement. Promote a collaborative, accountable, and team-focused work environment.
  •  Statewide Consumer Education and Engagement: Lead the development, implementation, evaluation, and continuous improvement of the Statewide Consumer Education and Outreach Plan. Ensure outreach is delivered through multiple channels, including in-person, virtual, events, presentations, and digital communication. Oversee engagement strategies for priority populations that are culturally and linguistically appropriate.
  •  Community Partnerships and Collaboration: Develop and maintain strategic partnerships with state agencies, tribal and military communities, community-based organizations, and stakeholders. Represent CCR&R in community meetings, coalitions, and statewide initiatives. Ensure outreach efforts complement existing ECE system services and avoid duplication. Support the integration of CCR&R information across public systems and partner organizations.
  •  Community-Based Education and Engagement: Oversee community-based education activities, including workshops, presentations, community events, outreach, one-on-one engagement, e-newsletters, and digital campaigns. Ensure the delivery of accurate, unbiased information about child care options and quality. Promote use of the CCR&R website and database as key tools for consumers.
  •  Administrative Operations and Program Support: Manage administrative functions that support statewide community engagement activities, including travel and event arrangements, tracking expenses and budget items, maintaining records, preparing presentations and reports, overseeing CES schedules and calendars, leading team and stakeholder meetings, creating agendas and meeting summaries, and ensuring timely completion of tasks, deliverables, and compliance requirements.
  •  Marketing and Design: Support the development and distribution of outreach and educational materials in English and Spanish. Ensure messaging follows ADES guidelines and approved content. Create and develop social media strategies, community awareness campaigns, and outreach materials. Promote consistent branding and messaging across all engagement activities.
  •  Social Media and Advertising: Manage social media and advertising efforts to increase awareness of CCR&R services, events, and resources on Facebook and Instagram. Develop content calendars, create and schedule approved posts, coordinate paid advertising campaigns, monitor engagement and performance metrics, and ensure all messaging aligns with organizational branding, ADES guidelines, and community outreach goals.
  •  Technology and Software: Utilize technology and program-specific software to analyze and track performance, program activities, and operations, obtain professional development, and monitor costs.
  • Data Collection and Reporting: Ensure all data collection and reporting for community education and engagement, and outreach data is entered into Salesforce to document and track all community outreach, networking, contacts made, materials delivered by CES, as well as, generate data and reports for individual and program performance. Build data reports and dashboards in Salesforce and other software as applicable. 
  • Other duties as assigned: Complete other duties as assigned by the CCR&R Senior and/or Assistant Program Directors, Chief Officers, and/or CEO/President.

REQUIREMENTS:
EDUCATION AND BACKGROUND:
  • Bachelor’s degree or Associate’s degree in Communications, Public Relations, Early Childhood Education, Marketing, Social Work, or a related field from an accredited institution, strongly preferred. Minimum of a High School Diploma or GED required.
  • A minimum of 3 to 5+ years of supervisory role that included experience leading, coaching, and evaluating staff, required.
  • 3+ years of experience in community engagement, outreach, program coordination or a similar role, required.
  • Work or volunteer experience in child care and/or early childhood education programs, strongly preferred.
  • Knowledge of early childhood systems, community-based services, or public programs, strongly preferred.
  • Experience working with diverse and underserved populations, strongly preferred.
  • Bilingual in English and Spanish; oral, reading and writing ability, strongly preferred.

KNOWLEDGE AND SKILLS:
  • Effective, strong active listening, public-speaking, oral and written communication skills are required. 
  • Detail-oriented, highly organized, and excellent time management skills are required. 
  • Resourceful and proactive in finding and educating consumers on an array of community resources required.
  • Excellent computer skills with proficiency in Microsoft Office 365 programs such as SharePoint, Word, Excel, Outlook, PowerPoint, Publisher and internet browsers and web-based software, databases and programs required. 
  • Provide a positive, relationship-based consumer education experience to all consumers. 
  • Knowledge of child care state licensing and certification rules and regulatory information and systems. 
  • Knowledge of local and state community resources and social service programs throughout Arizona. 
  • Previous database and data entry experience preferred; Salesforce database experience is a strong plus. 
  • Ability to multi-task in many different duties and tasks and work in a rapidly changing and fast-paced environment.
  • An ability to acknowledge, respect, and build upon the diversity of families regarding such factors as race, ethnicity, family dynamics, gender, socioeconomic status, values, and traditions, as well as cultural diversity competence and linguistic sensitivity in each service delivery area and statewide.
  • Adhere to and implement the Arizona Department of Economic Security’s Scope of Work, Uniform Terms and Conditions, Article 50, and quality assurance requirements, as well as Child & Family Resources’ policies and procedures.
  • Location: must be able to provide direct service to the designated consumer base in designated service delivery areas and across Arizona.
  • Maintain a functional and safe home working space with adequate internet connection for the job and per the remote and virtual workplace policies.
  • Comply with all organizational and program policies and procedures including confidentiality, employee conduct, computer usage and dress code.
  • Meet program/department’s performance and productivity standards. 
  • Attend required organization and program/department meetings and events.
  • Adhere to the schedule agreed upon with the supervisor  Follow and model CFR’s core values.
  • Participate in all Performance Quality Improvement initiatives.
  • Must be eligible and able to obtain an Arizona Level One Fingerprint Clearance Card.
  • Must have a valid Arizona driver’s license, Arizona vehicle registration, and meet agency and Arizona liability insurance requirements.

ABILITY REQUIREMENTS:
  • Sitting for extended periods of time daily; standing and walking short distances. 
  • Moderate twisting, bending, stooping and lifting up to 40 pounds in the performance of assigned duties. 
  • Ability to use a variety of office equipment and machines as referenced.
  • Normal manual dexterity and eye-hand coordination required. 
  • Repeated hand-wrist movement required.

The nature of the position involves a fast-paced working environment with multitasking of many different duties and tasks. General daily priorities may change at a moment’s notice, and the position requires quick response time and flexibility.
